1. ASLEC was formed in 1952 as an Association of trading organisations, with the prime objective of representing the interests of Companies operating in the highway electrical contracting market and to exchange knowledge and information and by mutual helpfulness to enable each to attain maximum efficiency. There were 10 founder member companies and now there are over 40 Members, whose contracting activities range from street lighting and signs to highway communications and close circuit television systems.

2. Objectives - Today ASLEC's main objectives are:

  • To set the standard for highway electrical contracting work and to ensure that its members conform to these standards;
  • To be at the forefront of operator training within the industry and to ensure that all member organisations train their operatives to the requirements of the Highway Electrical Academy;
  • To represent the interests of its members in all areas but especially by maintaining contact with government organisations and departments.

Membership of ASLEC is open to trading concerns and local authority direct services organisations operating in the highway electrical contracting market. In order to ensure that the high principles established by ASLEC are maintained, each member must conform to a strict Code of Conduct.

ASLEC arranges regional and national meetings on a regular basis and provides a service to its members including seminars, lectures, publications and training. ASLEC has its own training organisation called Highway Electrical Training which provides training and assessments for operatives in order that they may become qualified to the NVQ/SVQ for the highway electrical industry. Contract management courses are also being planned.

 

3. Code of Conduct for ASLEC members

1. Health and Safety

Each Member shall:-

  • Have an effective Health and Safety Policy

  • Have a documented system for risk assessment leading to documented work procedures and method statements

  • Have a system for training

  • Have a system for recording incidents, accidents and for accident investigation

  • Have a strategy for reducing accidents at work

  • Have an effective Environmental Policy

2. Quality of Work

Each Member will:-

  • Ensure that all work is carried out to a high standard and meets all relevant Codes of Practice, specifications, statutes etc..

  • Train all relevant staff and operatives to the Highway Electrical Industry Training Specification

  • Be registered to at least ISO 9001:2000 Sector Scheme for Highway Works 8, 9B & 10.

  • Be a registered Company of the National Inspection Council for Electrical Installation Contracting (NICEIC)

  • Select materials that provide value for money for the client.

3. Professional

Each Member will:-

  • Deal with all matters in an efficient and professional manner

  • Carry out business with honesty and integrity
