Welcome to the Highway Electrical Academy Home Page

The Highway Electrical Academy (HEA) has been formed by the Sector Scheme Committee & Registration Board which oversees and administers the Registration Scheme for Competent Persons in the Highway Electrical Industry, covering public lighting, traffic signs and traffic signals.

The stakeholders for this scheme include the Association of Public Service Excellence (APSE), the Association for Road Traffic Safety & Management (ARTSM), the Association of Street Lighting Electrical Contractors (ASLEC), the Institution of Lighting Engineers (ILE), and the Local Authority Sign Manufacturers Association (LASMA). In addition there are a number of client and other bodies represented such as the CSS, the Dft, the Highways Agency (HA) and Lantra Awards.

The HEA's aim is to assist in creating and sustaining a culture of competence in the Highway Electrical Industry through:

  • Working in partnership with industry
  • Agreeing & reviewing standard assessor guidance
  • Coordinating work involved in the development and delivery of the Training Specification
  • Agreeing and monitoring standards in the content and delivery of training on behalf of Lantra

The Principal of the HEA is Gareth Pritchard. Gareth is an active member of the Highway Electrical Industry and has spent time in manufacturing, contracting and local government. Gareth is also the Education Services Manager for the ILE and so is able to take a holistic view of the provision of training and the assessment of competence.

Gareth is past Chair of ASLEC and a past President of the ILE. He is trained in both adult education and health and safety. He has chaired the ILE committees which produced both the ILE Code of Practice for Electrical Safety in Highway Electrical Operations and the Supplement to that Code for the avoidance of danger near High Voltage Overhead Lines - co-produced with the HSE. He also belongs to IOSH, has links with the IEE and the NICEIC (through his work on the BS7671 Committee) and acts as the Technical Advisor for the highway electrical industry to Lantra.
