About Us
Welcome to the HEA

The HEA – the Highway Electrical Association – is a new organisation
with a big history (60 years in 2012). Formed by the amalgamation of
ASLEC – the Association of Signals, Lighting and other highway
Electrical Contractors - and HEMSA – the Highway Electrical
Manufacturers and Suppliers Association – in 2011, it represents
over 80 Members
whose contracting activities range from street
lighting, traffic signals and signs to highway communications and
camera systems and approximately 40 Members who manufacture,
assemble, supply and distribute equipment into the Highway
Electrical Sector as well as overseeing and client organisations.
This makes it one of the largest and most influential body in the
sector. Membership of the HEA is open to any organisation operating
in the highway electrical market.
HEA Objectives
The HEA's main objectives are:
- To set the standards for work in the highway electrical sector and
through auditing, to ensure that its members conform to these
standards, including the Code of Conduct
- To be at the forefront of competence and employee technical and
safety training and to ensure that all member organisations and
their employees are registered to the Highway Electrical
Registration Scheme (HERS) where applicable

To represent the interests of its members including contact with
government organisations and departments
To provide training and assessment services through its training arm
- HEA Training
Membership of the HEA is open to any organisation with an interest
in the highway electrical sector. In order to ensure that the high
principles established by the HEA are maintained, each member must
conform to our Code of Conduct.
